
VIRTUAL MOU SIGNING CEREMONYAND ROUNDTABLE DISCUSSION ON CYBER CRIME AND SECURITY BETWEEN UNIVERSITAS POTENSI UTAMA & WEST VISAYAS STATE UNIVERSITY
On Thursday, April 24th, 2025, Universitas Potensi Utama (UPU) and West Visayas State University (WVSU), Philippines, successfully held a Virtual Memorandum of Understanding (MoU) Signing Ceremony followed by a Virtual Roundtable Discussion on Cyber Crime and Security.
This event marked an important collaboration between the Faculty of Computer Science and the Faculty of Law from both institutions, aimed at strengthening cooperation in research, academic development, and knowledge exchange on cybercrime, cybersecurity, and relevant legal frameworks in Indonesia and the Philippines.
The ceremony commenced with the virtual signing of the MoU by Prof. Dr. Rika Rosnelly, S.Kom, M.Kom, Rector of UPU, and Dr. Joselito F. Villaruz, M.D., Ph.D., FPPS, President of WVSU. This reaffirmed their mutual commitment to fostering strategic collaboration in addressing contemporary challenges at the intersection of law and technology in the digital era.


Following the MoU signing, the collaboration between the faculties was further formalized through the signing of a Memorandum of Agreement (MoA), represented by:
- Ratih Puspasari, M.Kom, Dean of the Faculty of Engineering and Computer Science, UPU
- Dr. Ma. Beth S. Concepcion, Dean of the College of Information and Communications Technology, WVSU
- Atty. Pauline Grace Bunol Alfuente, Dean of the College of Law, WVSU
- Fani Budi Kartika, Dean of the Faculty of Law, UPU
In addition, an Implementation Agreement (IA) was signed by:
- Dr. Budi Triadi, M.Kom, Head of the Engineering and Computer Science Study Program, UPU with the dean of CICT WVSU
- Fitri Yani, S.H., M.H., Head of the Law Study Program, UPU with the dean of Law College WVSU
The event continued with a Virtual Roundtable Discussion featuring distinguished academicians, practitioners, and experts in cybersecurity and law from both universities, including:
- Dr. Frank Elijorde, College of Information and Communications Technology, WVSU
- Dr. Budi Triadi, M.Kom, Faculty of Computer Science, UPU
- Atty. Federic Loise Regencia, College of Law, WVSU
- Dr. Mujib Medio Annas, M.Kn, Faculty of Law, UPU
The discussion addressed critical issues such as emerging trends in cybercrime, data protection regulations, challenges in digital law enforcement, and strategies for mitigating cybersecurity threats.
The cross-disciplinary collaboration between computer science and law was recognized as a vital step towards building a secure, just, and sustainable digital ecosystem. This initiative is expected to serve as a strong foundation for future collaborations, including joint research projects, student exchange programs, training sessions, seminars, and other academic and professional endeavors.
